This is the best category for tourists taking tours, cruises, or traveling independently to Cuba. It's the category most U.S. travelers will use.

With SCP, you are not required to be on a tour, but it is highly recommended because time spent with our local guides counts towards "meaningful interaction" and "promoting independence" — two of the core requirements.

A guide also helps you engage more with the culture and people, and avoid the hassles independent travelers face. Cuba is safe, but not easy. Besides — even customers who insist they're "not-a-tour-person" say our tours are really fun!

The 5 requirements at a glance

Here's a summary of what the SCP general license requires:

1. Use privately owned businesses — private restaurants (paladares), private shops, private taxis, etc.
2. Stay in privately owned accommodations — casas particulares. Staying in hotels is not permitted if they are on the U.S. prohibited list, and with few exceptions every hotel is on the list.
3. Maintain a full schedule — 6 to 8 hours daily of meaningful interactions that enhance contact with the Cuban people, support civil society, or promote independence from Cuban authorities.
4. Avoid transactions with prohibited Cuban entities — the most important to avoid are the hotels and shops on the prohibited list.
5. Document everything — keep a ledger or travel journal with your activities and transactions, and maintain records and receipts for 5 years.
